The First Nations Technology Council is pleased to announce a new Request for Proposals (RFP) as part of the Indigenous Digital Enablement Series (IDES). We are seeking qualified research firms or consultants to undertake a project that explores affordable connectivity solutions for First Nations communities across British Columbia.
Despite efforts to improve internet access, many First Nations still face significant affordability challenges when it comes to wifi and cellular data—particularly in rural and remote areas. This project will focus on understanding these affordability barriers, evaluating the effectiveness of existing subsidy programs, and highlighting community-driven solutions such as Indigenous-owned Internet Service Providers (ISPs).
The resulting report will support First Nations advocacy by offering clear, actionable insights and recommendations that reflect the unique digital realities of communities across the province. It will build on the work of previous IDES publications and align with the Technology Council’s mission to foster digital equity and self-determination through data sovereignty, digital literacy, and connectivity.
The total budget for this project is $60,000 CAD, with final deliverables due by the end of January 2026. Proposals must be submitted by Wednesday, August 20, 2025, at 12:00 p.m. (PST) to kai@technologycouncil.ca.
For full details on submission guidelines and scope of work, please refer to the official RFP here.
